Special regulation: transactions with foreigners. Update 2025
As usual, we are updating our information on special regulation for transactions with foreigners in Russia actual for the March of 2025.
The following changes have occurred in the last 3 months:

the evaluation report on the relevant transaction (operation) submitted to the subcommittee of the Government Commission must not be older than 3 months (previously - 6 months). Therefore, it is becoming more difficult to obtain the approval of the Government Commission;

the Ministry of Finance of the Russian Federation has confirmed that the appointment or termination of the CEO (managing director) in an LLC does not require the approval of the subcommittee of the Government Commission – a literal reading of the Decree of the President of Russia No. 618 of 08.09.2022 on various transactions (operations) in LLCs has previously raised a number of issues in this regard.
